It's designed to allow spokes to be replaced in accordance with the wheel manufacturers specifications and set to the correct torque. Over or under tightening of spokes can easily lead to excessive radial & lateral runout. Always check radial & lateral runout when replacing spokes & set the torque to the manufacturers specification.
